This will be a panel of very informed speakers on the MUTCD and involved with the national MUTCD committee (NCUTCD). The goal is to have at least three to four speakers (two state department of transportation (DOT) leaders and one or two city and/or county leaders) well versed in the MUTCD. State representatives will share information on how the adoption of the new MUTCD affects local jurisdictions, which is different in each state. Although the MUTCD is to provide uniformity of traffic control devices, there are differences with each state. Some adopt the national MUTCD with no changes, others might adopt the MUTCD with a supplement, and a few states write their own MUTCD. Some state laws when the state DOT adopts the MUTCD do not cover all cities or county jurisdictions. This situation may require a city and/or county to adopt the MUTCD on their own to secure federal or state funded programs.

After this session, participants will be better able to:
• Acquire the necessary information to determine if their local jurisdiction will be included in the state’s adoption of the 11th Edition of the Manual on Uniform Traffic Control Devices (MUTCD) or what steps are needed if their state laws require the local to adopt the MUTCD on their own.
• Study what standards (thou shall) and guidance (thou should) statements are new to the MUTCD and whether there is a deadline to comply to these changes.
• Acquire information about how the MUTCD is connected to the Infrastructure Investment and Jobs Act (IIJA) and what this will mean as future editions are required on a regular basis. Additional information will be given about the deadlines required for all states to adopt the MUTCD and what substantial conformance requirements means.
