Sponsored by APWA's UPROW Committee. It is always in the best interest of the public and rate payers that public agencies work out and resolve conflicts. Yet sometimes resolutions can't be reached and public agencies pursue legal action. Examine past cases involving county, city, and state conflicts. We'll review the perspective positions, perceived rights, lessons learned, and final outcomes. Then we'll explore suggested practices for conflict resolution.

Learning Objectives:

  1. Identify issues to avoid potential conflicts with other public agencies.
  2. Facilitate conflict to bring issues to resolution.
  3. Resolve issues that will avoid delaying project schedule.
