On June 16, 2021, Manatee County Government voted to immediately add six major road-widening projects to its capital improvement plan (CIP). Staff developed a roadmap to lead these projects to bid awards just three years later. The roadmap focused on how work could begin immediately but within the procurement rules of the state of Florida and county procurement code. A combination of standing contracts and a combined request for proposal (RFP) process facilitated the most efficient process to get the design started. This allowed for initial design work and procurement efforts to move forward concurrently. It was immediately clear to all that to keep the schedules, eminent domain (ED) would have to be used to meet a construction start date. This required new processes for the design team to be ready for the ED filing earlier than typical and to involve the public about impacts to their land and neighborhoods. The roadmap provided steps to have the required documentation for ED to include control surveys, legal descriptions, sketches, and title work/appraisals so filings could take place shortly after the 60 percent plan stage. A new website template was developed so each project could have its own site with access to calendars, project limits map, land needs maps, and frequently asked questions. Each site also holds all presentation materials and the construction drawings for public viewing as they progress to 100 percent plans.
