Virginia Beach’s growth and unique environmental challenges highlight the need for a robust stormwater asset management program. After Hurricane Matthew flooding in 2016, a bond referendum passed reflecting community support for proactive measures for flood protection. The DPW established an asset management program for stormwater infrastructure. This is one of the strategies DPW is implementing to mitigate flood risks and optimize long-term investments. DPW is systematically addressing vulnerabilities in its stormwater infrastructure and organizational process, data, and resource gaps to prioritize investments and long-term stability. Pump station assets were bundled into logical projects based on their risk, remaining useful life, and condition, which allowed for efficient CIP and prioritization of rehabilitation efforts over the next five years. By integrating assessments and risk-based planning, DPW enhances resiliency through critical stormwater infrastructure, proactive maintenance, and rehabilitation. The presentation will cover DPW’s approach, data integration into Cartegraph CMMS, key outcomes from ongoing initiatives, performance reporting best practices, and the impact of staff engagement in asset management planning and implementation. • Evaluate the City of Virginia Beach Department of Public Works’ (DPW) approach to implementing a comprehensive multi-year stormwater asset management program and the impact of active staff engagement during the planning and rollout of the asset management roadmap and implementation plan.
• Apply the lessons DPW learned on integrating data into Cartegraph, DPW’s computerized maintenance management system (CMMS), and leveraging that data for capital improvement plan (CIP) planning.
• Describe the key outcomes DPW has achieved for stormwater asset management, and the best practices implemented from ongoing and recently completed asset management initiatives described above.
