Carlsbad Boulevard is an iconic stretch of old Highway 101 in southern California with unbeatable ocean views and access to beloved beaches that residents and visitors to Carlsbad enjoy. However, with frequent flooding, emergency permitting with the California Coastal Commission, and road closures, coupled with projected sea level rise and future coastal erosion, city staff were looking for creative solutions to protect this piece of infrastructure and adapt to climate change impacts. With funding from the State Coastal Conservancy, the City was able to prepare a 30% design of a completely reconfigured roadway with a brand-new multimodal Class I path, along with a habitat restoration analysis and suite of options for how and when to retreat the existing southbound roadway inland. With a project of this size, it was critical that the team worked closely and coordinated with other disciplines to ensure all components were being addressed, both internally and with members of the public and interested parties. Hear from the project team of city staff from the Transportation and Environmental Sustainability departments, as well as the technical consultant, on how their collaboration and interdisciplinary expertise impacted the project’s scope of work and design, as well as planning for future funding to support implementation and construction. This session will help participants think creatively about how to redesign critical infrastructure to protect it from climate change impacts in their communities and how to best form project teams to make those ideas a reality. After this session, participants will be able to:
• Describe how climate change impacts capital infrastructure.
• Determine the planning and coordination required among staff and outside agencies to make infrastructure more resilient to climate change impacts.
• Identify and plan for funding opportunities to support project design through implementation phases.
