Spatial data management is a key aspect of any successful asset management program. It is crucial to have a functioning spatial data management system to determine: where assets are located, manage condition and inspection information, and enable lifecycle and level of service analyses. There are myriad ways to implement a spatial data management system. This case study explains how Charleston County Public Works Asset Management team employs enterprise, mobile, and online systems to manage its public works datasets. Charleston County uses Esri’s enterprise-versioned geodatabases, Esri ArcGIS Online, and Esri ArcGIS Collector in conjunction with Cartegraph OMS and Cartegraph Mobile One to both capture and store asset data. In combining the spatial and editing strength of Esri’s suite of products with Cartegraph’s proficiency in asset management and asset analysis capabilities, Charleston County Asset Management is building a strong foundation of both spatial data and asset management. Using this system, Charleston County Asset Management has been able to verify the location of 23,766 stormwater assets and conduct 7,547 condition inspections in less than one year. This also enables level of service calculations, with the average overall condition index (a proxy for level of service) across assets averaging 70 out of 100. Having this data captured and managed in these systems will enable Charleston County Public Works to provide stakeholders with critical information to make informed policy decisions and proactively plan for the future by enhancing future modeling capabilities, improving efficiency, empowering project improvement and prioritization, and reducing institutional kwledge loss. After this session, participants will be able to:
• Identify the techlogies and processes available to help them successfully update and manage their stormwater inventory.
• Develop a customized system for evaluating asset conditions.
• Recognize how multiple systems can be configured to work in conjunction to streamline asset analyses seamlessly.
