Construction-related fatalities rose 41% in the years 2011–2019. This trend affects all construction projects, including municipal projects managed by APWA members. The construction industry and OSHA focus on lagging indicators such as injuries, days away from work, and fatalities. An effective safety program focuses on LEADING indicators that identify behavioral trends that are a precursor to an accident. This presentation will outline how the City of Austin Public Works Department developed and implemented leading indicators for its capital delivery process as a means to combat the current trends in construction safety. After this session, participants will be able to:
• Determine the difference between leading and lagging indicators of safety.
• Conclude how the City of Austin Public Works Department developed the leading indicators.
• Identify the leading indicators of construction safety for capital projects and how to implement them.
