Every user-fee-funded stormwater (SW) program evolves and is subject to changing needs and requirements. With many SW utilities in Georgia and across the country originally formed in the 1990s and early 2000s, funding program needs have changed significantly but many communities only consider increasing their fee and don’t look at potential modifications to the broader program. Changing needs and demands require periodic evaluation of a wide range of SW program activities including changes in regulatory requirements, increased stakeholder expectations, additional program activities, and even increased infrastructure to combat climate change. Program evaluation can be accomplished in a variety of ways and to a varying degree of detail. The Water Environment Federation’s (WEF’s) “User-Fee Funded Stormwater Programs” (WEF 2013) manual featured a chapter specifically addressing the evaluation and improvement of existing SW funded programs. It recommended a simple and inexpensive method using a score card spreadsheet analysis tool to evaluate key SW management program components. This presentation discusses an updated version of the spreadsheet analysis tool including the rationale and method used to address program review and enhancement. More specifically the presentation steps through a structured example to assess an existing user-fee funded SW program and develop a proactive plan of action for overall SW management program improvement.

– Learn the structure of a simple and inexpensive scorecard tool used to evaluate an existing SW Utility
– Understand the process used to evaluate an existing SW utility and develop a plan of action for program improvement
