Land acquisition for 65 miles of Transmission Main from Chicago to the Southwest Suburbs—The Alternative Water Source Program (AWSP) is being undertaken by the Grand Prairie Water Commission (GPWC) in order to convey finished Lake Michigan water purchased from Chicago to six communities in the southwest suburbs of Chicago. The $1.446 billion program includes 65 miles of transmission main ranging from 16” to 66” that need to be constructed by 2030. The improvements span 65 miles across four counties through 14 municipalities and involve numerous right-of-way entities. This presentation will consist of a program overview and a panel discussion about tailored land acquisition strategies along the transmission main route from the perspectives of the owner, engineer, and attorney. Whether it is an intergovernmental agreement, a license, a permit, a permanent easement, or a land purchase depends on the owning entity with the goal of giving the GPWC the right to construct, maintain, operate, and protect the AWSP improvements for 100+ years. Land acquisition is a critical component of any project, but especially projects with critical schedules such as the AWSP.
At the conclusion of this session participants will be better able to:
• Identify land acquisition strategies for construction in rights-of-way.
• Recognize the differences, benefits, and pitfalls between various land acquisition strategies from the perspectives of the owner, engineer, and attorney.
• Apply lessons learned from land acquisition in this program to your own project.
