The San Antonio River Authority (SARA) was created in 1937 by the State of Texas to preserve, protect, and manage the resources and environment of the San Antonio River Basin. SARA’s mission statement is to commit to safe, clean, enjoyable creeks and rivers. One program that allows them to achieve their mission statement is through their Utilities Public Service group. SARA owns, operates, and maintains five wastewater treatment plants, including the Martinez IV (MIV) Wastewater Treatment Plant (WWTP). MIV was initially constructed and permitted to discharge 0.25 million gallons per day (MGD) and received a silver Envision rating from the Institution of Sustainable Infrastructure. Rapid development in the MIV service area has increased the influent flow to MIV to near its permitted capacity. Freese and Nichols (FNI) was selected to design, permit, and provide construction phase services for the expansion of the facility to 2.0 MGD. During design, FNI provided an interim design that was quickly implemented to provide additional capacity to the facility. In addition, during construction, FNI worked with SARA and the contractor to bring some of the constructed unit operations on early. The expansion project was constructed using a traditional design/bid/build best value project delivery method.
At the conclusion of this session participants will be better able to:
• Acquire kwledge of invative design approaches.
• Evaluate creative procurement options.
• Identify various options for phased construction in order to deliver a facility in stages.
