The unhoused, more commonly kwn as the homeless, are a nationwide challenge to both urban communities and small cities. The issue of the unhoused is frequently presented as a social/ecomic matter in the media. As public works professionals, the unhoused can present an additional challenge to public works agencies, especially in delivering essential services. This presentation will share several challenges that result from the unhoused occupying the public right of way and public places. This can include relocating encampments that block or obstruct essential facilities where operations may be required for services or repairs. Encampments may also present sanitary, health, and safety concerns associated with trash disposal, abandoned sharps, left behind personal belongings, and potential interactions with the unhoused. The panel will discuss these challenges and present perspectives from the engineering/public works viewpoint and that of other public and private agencies The session will also discuss what service providers must consider in engaging the unhoused to address the safety, security, and health of the unhoused and the organization’s employees.
At the conclusion of this session participants will be better able to:
• Identify situations where encampments may need to be relocated to allow for maintenance activities.
• Initiate an outreach program with local community leaders to assist with communications with the unhoused in proposed work areas.
• Develop a strategy for working with associated agencies and nprofit organizations to address the best process for relocating the unhoused to facilitate public infrastructure maintenance and improvements.
