The City of Olathe is leading the way in Kansas for compliance under the revised Lead and Copper Rule. With over 37,000 service lines and no existing records, they created a program to begin the process of collecting inventory. A year and a half later they have verified 100% of their service lines and have zero unknowns. Using a $3.6 million State Revolving Fund (SRF) Loan designated for lead service line replacement from the Bipartisan Infrastructure Law, the City of Olathe has begun replacing galvanized lines requiring replacement. This presentation will share details on how to manage the precise requirements when using federal dollars. Beginning in 2025, the school and childcare sampling will kick off. Collaboration between the City of Olathe and the Olathe School District proves to be key to a smooth process. Transparent public communication builds and maintains trust within the community and is a focus the City of Olathe prioritizes.

• Apply actions to comply with the EPA’s Lead and Copper Rule Revisions.
• Recognize funding opportunities that are available for lead service line replacements and collecting service line inventory. Also, learn how to comply with requirements like Davis Bacon and Build America, Buy America when using federal dollars.
• Develop a program for the school and childcare sampling part of the Lead and Copper Rule Revisions.
