FHWA defines Traffic Incident Management as a planned and coordinated multi- disciplinary process to detect, respond to, and clear traffic incidents and restore traffic flow as safely and quickly as possible. Traffic incidents occur everyday and everywhere. They range from mir collisions that are handled within a short time with few resources to major events that can shut down arterials, roads and highways for an extended period and require multiple agencies. While many smaller incidents are handled by police, fire and emergency medical, the larger ones often require the assistance of local public works departments or state departments of transportation. In some events, public works and transportation agencies may be the primary responder or take command of a situation. For example, when road infrastructure is obstructed or damaged by natural or technical causes. In major vehicle accidents public works/ transportation personnel are needed to establish temporary traffic control and detours. FHWA has conducted TIM Responder training since 2013 and APWA has hosted the four- hour classes at chapter and national events. It is essential that all public works/ transportation field personnel participate in this free training along with police, fire and other responders. In recognition of the vital services provided by public works, the Federal Highway Administration has included APWA in its TIM Executive Leadership Group along with police, fire, EMS, towing and other responders. After this session, participants will be able to:
– Recognize the essential functions of public works in Traffic Incident Management.
– Determine the role and capabilities of your agency in Traffic Incident Management.
– Support TIM training for your agency personnel .
