In a perfect world, the design and construction of a public works project would meet budget and completion goals for every project, and the team would never experience any stress or challenges throughout the completion. Although this is idealistic, there are best practices throughout the life of a project that can help expedite project completion to prevent budget overages and delayed schedules. This session will focus on the best practices for the acquisition of right-of-way. How to prevent delays due to lack of due diligence or missed construction team communication will be emphasized. Public agencies can reduce their cost and schedule overruns by incorporating some simple practices and using the right professionals. After this session, participants will be better able to:
• Describe the importance of thorough due diligence early in a project, even as early as the feasibility study, will help manage the schedule and budget for the project.
• Recognize the role of a professional right-of-way agent, who is also a licensed real estate agent, and their importance on the project team vs. having a possible junior engineer perform the right-of-way tasks.
• Anticipate potential right-of-way or condemnation issues that could derail their project.
