Due to the drive to expand the nation’s 5G mobile network, California’s Legislature passed Senate Bill (SB) 378, the Broadband Acceleration Best Practices Act of 2021. The Act requires local agencies to allow microtrenching for the installation of underground fiber, unless it can be shown that it would have a specific adverse impact on public health and safety. The City of Los Angeles had been working on its own standard plan, first issued in 2020, with subsequent updates. More recently, the City was involved in a multi-agency effort through the APWA—Southern California Chapter’s Greenbook Committee, to prepare a standard plan that any agency may use to establish their own particular policy in compliance with SB 378. The general standard plan identified and captured key aspects of existing standards and lessons learned by various agencies. After this session, participants will be able to:
• Assess the various options currently being discussed about how best to construct microtrenching.
• Determine how other agencies have codified their particular preferences.
• Recognize the challenges and lessons learned from other agencies so their own experience will be more streamlined and effective.
