The City of Regina, Saskatchewan updated their winter maintenance policy (policy) based on a thorough review involving stakeholder engagement and research of best practices. The new policy introduced several enhancements in the level of winter maintenance service with the goal to satisfy the winter maintenance related demands and changing priorities of the community. The updated policy was introduced during 2021–2022 winter season. The implementation of the updated policy was generally quite successful. However, there were some lessons learned during the process of implementation. Because of this, the city’s winter maintenance team is implementing steps to further improve the winter maintenance programs to achieve desired standards of snow-clearing in the community to promote active, sustainable, and community-friendly transportation year-round. Thorough planning, proper review, and timely modifications in the recently updated winter maintenance programs are essential to keep the policy and programs valid for the changing needs of the community. Sharing the lessons, successes, and challenges during the implementation of the updated policy can benefit municipalities that may be planning similar initiatives. Lessons are based on two seasons with major snow accumulation—following the implementation of the updated policy with several enhancements.

At the conclusion of this session, participants will be better able to:

• Plan their winter maintenance policy review.
• Study the approach followed by the City of Regina to implement their updated policy and carry out post-implementation review.
• Identify the steps taken by the city to improve identified winter maintenance programs such as “snow clear.”
