The City of Regina, Saskatchewan, updated its Winter Maintenance Policy based on a thorough review involving stakeholder engagement and research of best practices. The new policy introduced several enhancements in the level of winter maintenance service with the goal of satisfying winter maintenance-related demands and changing community priorities. The updated policy was introduced during the 2021–22 winter season. The implementation of the updated policy was generally quite successful. However, there were some learnings during the process of implementation. Based on these learnings, the city’s winter maintenance team is implementing steps to improve their winter maintenance programs further to achieve the desired standards of sw clearing in the community to promote active, sustainable, and community-friendly transportation year-round. Thorough planning, proper review, and timely modifications in the recently updated winter maintenance programs are essential to keep the policy and programs valid for the community’s changing needs. Sharing the learnings, successes, and challenges during the implementation of the updated policy can benefit municipalities that may be planning similar initiatives.

At the conclusion of this session, participants will be better able to:
• Successfully plan their winter maintenance policy review.
• Recognize the approach the city of Regina followed to implement the updated policy and carry out post-implementation review.
• Explain the steps taken by the city to improve identified winter maintenance programs like sw clearing from sidewalks, residential roads, sw routes, etc.
