The Hampton Roads Sanitation District (HRSD) was charged with decommissioning its 24 MGD Chesapeake-Elizabeth Treatment Plant (CETP) due to regulatory requirements set by the EPA. To meet these requirements without disrupting daily operations, HRSD tasked the Kimley-Horn team with carrying out 12 separate projects to divert the flow from CETP to other HRSD treatment plants. In addition to closing CETP while maintaining daily operations, this project presented challenges, including a condensed schedule, an evolving definition of the solution, stakeholder engagement across several municipalities, and collaboration with a large team whose roles varied across the 12 projects. To address the complexities of the project, the team used proactive and invative communication tools, design tools including 3D platforms, and stakeholder outreach. The diversion improvements will result in improved environmental and public health by removing one million pounds of total nitrogen from Chesapeake Bay each year, as well as ecomic benefits. In total, the project is predicted to save HRSD more than $200 million over the next 30 years. This presentation will outline how multiple engineering and construction firms successfully delivered the project using invative and proactive approaches to managing and successfully completing a complex design and construction project with numerous stakeholders and multiple construction delivery methods.
