The City of Virginia Beach (City) has historically suffered from repetitive flooding. With climate change the frequency and severity of flooding, especially coastal flooding, has increased and hastened the City administration to consider significant infrastructure improvements to increase its level of flood prevention. In 2021, the City passed a $567 million bond referendum to cover the cost of accelerating a flood protection program designed to deal with stormwater and sea level rise problems. The City has embarked on a five-year annual services contract with Arcadis to develop a comprehensive asset management (AM) program that uses its current CMMS, Cartegraph, and includes people, systems, processes, and data associated with all city stormwater and transportation assets. The project focuses on the development of a framework for integrating and implementing AM activities to prioritize and optimize investments, focused on its vertical (pump stations) and linear (ditches, green infrastructure (GI), etc.) stormwater assets as well as its transportation (roadways, etc.) assets. This presentation will describe the value asset management provides in balancing costs, risks, opportunities, and performance benefits to achieve organizational levels of service. It will also summarize the comprehensive nature of the program including the detailed AM process used, key activities performed, and how the program has transformed the City from reactive to proactive operations and maintenance and capital improvements to better address coastal flooding.
At the conclusion of this session participants will be better able to:
• Recognize how risk-based asset management can lead to program efficiencies and cost savings.
• Prepare for the impacts of climate change by developing comprehensive asset management programs.
• Recognize how asset management program updates can link effectively with existing CMMS software platforms.
