In 2013, the City of Carlsbad was issued a Municipal Storm Water Permit by the California Regional Water Quality Control Board. The permit requires the city to improve and protect water quality by installing and maintaining structural post-construction best management practices (BMPs) which help prevent pollutants from entering storm drains and waterways. The City is responsible for ensuring that all privately owned post-construction BMPs are t only installed and inspected but also maintained according to long-term maintenance agreements. In collaboration with several internal departments, the city developed the Automation, Compliance, Tracking, Inspection and Owner tification (ACTION) System, a new comprehensive data management platform that improves data tracking and collection for annual reports and audits, increases the city’s ability to respond to public inquiries, decreases staff time necessary to engage with owners/operators, reduces paper documentation and storage (filing), streamlines the compliance tracking process, and creates better situational awareness between inspectors, managers, BMP owners/operators, city departments, and regulatory agencies. The presentation will include a demonstration of the application and software integration. After this session, participants will be able to:
• Develop a greater understanding of stormwater compliance for post-construction BMPs.
• Provide a contextual background for developing and integrating existing software applications to meet regulatory requirements.
• Identify the obstacles encountered when creating new project management systems.
